Community Development Block Grant Funds

The City of Rapid City is a HUD Community Development Block Grant Entitlement City and receives an annual allocation of funds with which to complete projects and programs that benefit low and moderate income residents. Our annual allocation is adjusted each year based on the funds allocated by Congress and the formula determination for Entitlement Cities.

The Fiscal Year 2009 CDBG funds available for disbursement to qualifying projects and services for Rapid City is estimated to be:

Revolving Loan Income and Program Income from rehab loan repayments and lease payments

All projects or programs requesting CDBG funds will be reviewed for compliance with HUD's National Objectives and eligibility requirements as set forth in federal regulation 24 CFR 570.

Applications will be reviewed by the Subsidy Committee for compliance and eligibility in regards to the following points:

  • Meets a HUD national objective;
  • Meets a High Priority need as identified in the 2008-2012 Rapid City Consolidated Plan;
  • Project is an eligible CDBG activity;
  • Project is not an ineligible activity of an eligible activity;
  • More than 70% of the funds will be used to benefit low-to-moderate income persons;
  • Costs expended are reasonable for the activity and number of people benefiting;
  • Percent of CDBG funds in relationship to total funds needed for a program;
  • If a public service activity, is it a new program or a significant increase over the previous year?
  • If previous recipient, were funds drawn down in a timely fashion?
  • If previous recipient, were reports submitted in a timely fashion?

The Subsidy Committee will submit recommendations for funding allocations for the fiscal year Annual Action Plan to the City Council for their review, discussion and preliminary approval. The Annual Action Plan will then be made available for public for their review and comment for a time period of 30 days prior to resubmitting the plan to City Council for review, possible amendments and final approval. Once City Council has given final approval, the plan will be sent to the Department of Housing and Urban Development for their review and approval. HUD has 45 days to review, comment on and approve or deny the plan. Funds will be released to sub-grantees after Congressional release of the funding and HUD approval of the plan.

The City's CDBG fiscal year begins April 1st of each year and closes out March 31st of the following year. If you are selected as a sub-recipient of Community Development Block Grant funding you will receive training on the reporting, documentation and disbursement procedures and requirements. A CDBG contract will be executed and an Environmental Review or Assessment must be completed prior to any commitment or disbursement of funds. The earliest funds would be disbursed is May of the fiscal year.
