Development Service Center - Development Review

Provides assistance to the general public by addressing and processing all land use hearing applications including, but not limited to:  Platting, Conditional Use Permit, Rezoning requests, Planned Development, Annexations, Vacation of Utility Easements and/or Right-of-Way, Fence Height Exceptions and Variances to the Subdivision Standards.  The land use hearing applications are reviewed for compliance with the Zoning Ordinance and Subdivision Regulations of the Rapid City Municipal Code. The Development Review Staff provides the primary support for the Rapid City Statutory Planning Commission, as well as the Rapid City Historic Preservation Commission, Rapid City Beautification Committee, and the Downtown Historic Sign Review Committee. Other Committees: Tax Increment Finance; .16 Utility Fund Oversight.

 

Transportation Planning Division

Transportation planning and its process plays an important role in the overall development and growth of the City of Rapid City and the surrounding area. This planning has resulted in the development of roads and highways for the safe and efficient movement of vehicular traffic.  The transportation planning process in the Rapid City metropolitan area includes the involvement of local, state and federal governmental agencies, and representative committees. This process results in the development of products and plans that assist in the overall development of the transportation planning process. The Transportation Planning Division provides the primary support for the Rapid City Area Metropolitan Planning Organization (MPO).

 

Air Quality Division

The Air Quality Division works to achieve and maintain the PM10 and PM2.5 National Ambient Air Quality Standards by controlling fugitive emissions, open burning and wood burning so as to protect the health and welfare of all the people who inhabit the city and the air quality zone; to limit environmental damage to plant and animal life within the county; and to promote commercial and industrial development while limiting environmental degradation; and to educate the residents of the city on air quality issues. This is achieved and maintained through the development and implementation of programs of education, air pollution prevention, abatement and control. The Air Quality Division provides primary support for the Rapid City Area Air Quality Board and enforces the air quality regulations in Rapid City and areas of Pennington County.
