The
Field Services Division, commanded by Captain Doug Thrash, represents the largest commitment of departmental
resources; a commitment that underscores the department’s foremost
dedication to the protection and preservation of public safety. Division responsibilities include responding to
calls for service as well as finding solutions for a wide variety of
problems within our community. Most of the 120,000 calls for service
are answered by the members of the Field Services Division. Tthe division
is made up of 1 captain, 4 lieutenants, 8 sergeants and 56 patrol
officers. There are also 10 civilian employees in the division; 4 of which are traffic crash investigators, 4 that are parking enforcement
officers, and 2 office support staff. The division is supported by other department divisions such
as records, administration and criminal investigations. The Field Services
Division is comprised of the following organizational components:
The Patrol Section:
The Patrol Section is the largest component of the Field Services Division.
Patrol Officers provide continuous delivery of police services to
the community through numerous and varied functions. These include:
proactive patrol, maintenance of public order, discovery of hazards,
response to citizen needs for services, investigation of crimes and
incidents, arresting offenders, traffic direction and control, providing
emergency services, and the reporting of information to appropriate
organizational components. Patrol officers are trained in a variety
of areas such as locating and collecting physical evidence, photography,
and collection of latent fingerprints. Patrol's newest additions are three German
shepherds
-- Mako, Magnum, and Urie. These “K-9” Units specialize in drug detection,
tracking, searches and apprehensions of serious offenders.
Traffic Section:
The Traffic Section is quickly becoming a trend-setting group of professionals
who utilize some of the most sophisticated methods and technology available.
This section's responsibilities include the reduction of accidents,
the investigation of all types of vehicular accidents, the enforcement
of traffic laws with a focus on making our roads safer, and the enforcement
of parking violations within the downtown area.
Additionally, accident reports, commercial parking permits, and parade/event permits are available in the Traffic office. Prices are as follows:

Parade/Event Permits ------- No charge
The Traffic Section consists of sworn and non-sworn personnel, including
civilian traffic crash investigators who are certified accident reconstructionists,
office support staff, parking enforcement, part-time school crossing guards, and a
hit-and-run / stolen vehicle detective.
The Section uses a Leica Total Station, in conjunction with Map Scenes
em> software which allows the plotting, mapping, and display of major accident and
crime scenes.
